The new project “Strategic Support for the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) Preparation Phase” aims to strengthen ASEAN’s ability to respond to future health crises. Delivered through the Australia for ASEAN Futures Initiative in partnership with the ASEAN Secretariat and the Australian Government, it will support ACPHEED as it enters its establishment phase.
Building on the decisions of the SOMHD Special Meeting in Bangkok, 2–4 December 2024, where the ACPHEED Establishment Agreement was endorsed, the project will recruit an individual Technical Consultant. This consultant will work with the ACPHEED Secretariat Establishment Office (ACSEO) and the three ACPHEED host countries to fill urgent staffing needs and develop governance frameworks.
A core output will be the creation of ACSEO Standard Operating Procedures (SOPs) to improve coordination, communication, and monitoring. This initiative continues the Australian Prime Minister’s 2020 commitment to ACPHEED, reinforcing ASEAN’s collective capacity to prepare, detect, and respond to public health emergencies.
Scope of Work Includes:
Work Schedule: The work will be completed within 90 working days and no later than 28 February 2026. The consultant will work for 7 hours a day with flexible working hours. Work will need to commence immediately after contract signing.
Duty Location: The Consultant will be based on-location at the ACPHEED Secretariat Establishment Office, Nonthaburi, Thailand.
Qualifications:
The general competencies and qualifications that the Consultant should demonstrate include (but are not limited to):
- Hold Thai Citizenship
- Postgraduate or bachelor’s degree in Medicine, Public Health, Infectious Disease, Epidemiology, Ecology, or Veterinary Medicine
- Minimum 7 years’ experience working with the Ministry of Public Health, Thailand and international or regional collaboration in health security, including at least 2 years working with ASEAN entities in health or related matters
- Demonstrate knowledge and expertise in the following subject matter areas:
- Deep understanding of ASEAN regional health issues, especially public health emergencies and emerging infectious diseases
- Knowledge of the ASEAN health security architecture and related areas
- Understanding of inter-country coordination mechanisms and regional project implementation in Southeast Asia
- Experience in strengthening organisational structures and operational systems in the government context
- Ability to effectively contribute to meetings, workshops, and discussions involving multiple stakeholders across different countries
- Excellent communication skills to liaise with ministries, ASEAN bodies, and partner organisations
- Ability to collect, collate, and synthesise information into structured formats that support decision-making
- Ability to work independently, manage timelines, report progress, and coordinate tasks in a complex regional setting.
- Comfortable working in a multicultural, multi-country environment, with sensitivity to regional norms and diplomacy
- Not hold a full-time position in other organisations or be employed in a role that may lead to a conflict of interest.
- Strong Thai language skills and working ability (reading, writing and speaking)
- English fluency, with a valid TOEIC score (Listening and Reading section) of at least 855, or equivalent test.

- The quoted price should only be in US dollars.
- Activity costs, such as reimbursable expenses for airfare, other travel costs, and daily subsistence allowance for workshops and meetings, do not need to be included in the professional fee.
