TENDER: Mid-Term Review on the Implementation of the ASEAN Leaders Declaration on Ending All Forms of Malnutrition – CLOSED

The ASEAN Secretariat and the Australian Government, through the Australia for ASEAN Futures Initiative, invite applications from firms, organisations, or joint venture/consortium/association (JCVA) to conduct the Mid-Term Review (MTR) on the implementation of the ASEAN Leaders’ Declaration on Ending All Forms of Malnutrition (ALD-EAFM) and the ASEAN Strategic Framework and Action Plan on Nutrition (ASF & APN) 2018–2030.

The selected Implementing Agency (IA) will assess regional and national progress, challenges, and emerging trends related to ending all forms of malnutrition across all eleven ASEAN Member States, including Timor-Leste. The findings will inform the development of the ASF & APN 2026–2030 Implementation Plan.


Scope of Work:

The MTR aims to assess the progress, achievements, and challenges in implementing the ASF & APN 2018–2030. The review will generate evidence-based insights and recommendations to inform the development of the ASF & APN Implementation Plan for 2026–2030, ensuring alignment with the ASEAN Community Vision 2045, the ASEAN Strategic Plans (2026–2030) of relevant Community Pillars, and global nutrition commitments.

Duration:

The consultancy will be undertaken over a continuous effective period of 9 calendar months with approximately 105 person working days of various professional services. Work will need to commence immediately after contract signing.

RESPONSES TO QUERIES

1.We note that in your RFP document for the MTR on the implementation of the ASEAN Leaders’ Declaration on Ending All Forms of Malnutrition, it is stated that the implementing agency will need to review the ASEAN Strategic Framework and Action Plan on Nutrition (ASF & APN) 2018–2030. As such, we would like to request for a copy of the final version of the ASF & APN 2018 – 2030 document, please. (Posted on 15 December 2025)

2. Ways of working and coordination: What are the expected ways of working with each country’s point-of-contact? With the Philippines as the lead country and coordination through ASEAN Health Cluster 1, should bidders assume that the Cluster will facilitate and coordinate meetings with relevant stakeholders for data collection from the Implementing Agency? (Posted on 29 December 2025)

The Health Division of the ASEAN Secretariat (HD/ASEC) in consultation with lead country Philippines will facilitate communications and follows-up with contact points from each AMS in terms of data collection through responding to questionnaires or arranging virtual interviews with identified key informants.

HD/ASEC will also facilitate communications and follows-up with regional stakeholders. For national stakeholders, this will be facilitated by the Contact Points of AMS.

3. Scope of work and analytical focus: Is the project scope primarily focused on data management and organisation, or is there also an expectation to develop a common measure or assessment framework that could be applied across ASEAN Member States to assess programme implementation and/or outcomes? The consultant firm is expected to develop or employ a common measurement/assessment framework based on the ASF & APN applicable to all AMS.

4. The ToR cites two different totals for person working days, namely 105 and 115 (pages 7 and 9, respectively). We would appreciate your clarification on which total should be used when developing the proposal. (Posted on 29 December 2025)

5. We would be grateful for your confirmation on whether it may be possible to extend the deadline to allow additional time in January, potentially until the first week of January. (Posted on 29 December 2025)

6. Eligibility confirmation: Section I states this tender is open to “firms, organisations, or joint venture/consortium/association (JCVA)”. Can we confirm that universities are eligible to submit proposals and enter into a Special Services Agreement (SSA) with ASEAN Secretariat? (Posted on 5 January 2026)

Universities are eligible to submit proposals under this tender.  If successful, they can enter into a Special Services Agreement (SSA) with the ASEAN Secretariat.

7. Budget: Is there an indicative budget range or ceiling for this project? (Posted on 5 January 2026)

Tenderers are expected to propose a financial budget that is commensurate with and justified by the technical approach, methodology, team composition, and level of effort required to successfully deliver the scope of work as outlined in the TOR. Tenderers are encouraged to ensure budget efficiency and competitiveness.

8. Is there a recommended team size (number of key experts) for this project scope? (Posted on 5 January 2026)

There is no prescribed or recommended team size for this assignment. Tenderers should propose a team composition that is appropriate to their proposed approach, methodology, and work plan, and that demonstrates the necessary expertise and capacity to deliver all required outputs within the specified timeframe.

9. Form E, Section VIII distinguishes between “Key Experts” and “Non-Key Experts”. Can you clarify what constitutes a “Non-Key Expert” in the context of this project? (e.g., research assistants, data entry personnel, administrative support, translators?) (Posted on 5 January 2026)

“Non-Key Experts” generally refers to personnel who provide professional support services to the assignment but are not designated as key experts responsible for leading or steering major deliverables (e.g. research support staff, analysts, or other technical contributors). All professional fees for both Key and Non-Key Experts must be included in the Financial Proposal. As specified in the TOR, activity-related costs such as airfare, meeting packages, and rental of meeting equipment should be excluded from the financial bid.

10. Team composition & collaborators: We plan to submit individual researchers/experts from universities across ASEAN as collaborators. Where should we include these collaborators in the Technical Proposal (Form E)? Should they be listed in Section I.4 (Subcontracting), Section VI & VIII (Team Composition), or both? (Posted on 5 January 2026)

All individuals proposed to contribute to the assignment—whether from the lead institution or collaborating institutions—should be clearly reflected in Form E (Technical Proposal) under the relevant sections on team composition and task assignments. Detailed CVs of all proposed experts should be provided using Form F. If applicable, any subcontracting arrangements should also be described in Section I.4 of Form E, with clear roles and responsibilities.
