TENDER: Development of the ASEAN Blue Economy Implementation Plan (2026–2030) – DEADLINE EXTENDED

DESCRIPTION

ASEAN is well-positioned to benefit from its strategic location and diverse blue economy related sectors, projected to grow from USD 2.5 trillion to USD 30 trillion by 2030. In this context, the ASEAN Leaders adopted the ASEAN Blue Economy Framework in September 2023 to guide ASEAN’s blue economy initiatives.

This project will develop the ASEAN Blue Economy Implementation Plan (2026–2030) to advance the Framework, providing a strategic roadmap for AMS to harness the potential of the blue economy across a range of key sectors, including sustainable fisheries and aquaculture, maritime transport and logistics, coastal tourism, renewable ocean energy, offshore minerals and mining, and nature -based solutions from the ocean.

Scope of work:
The consultancy will be undertaken over a continuous effective period of twelve (12) calendar months with approximately 210 person working days of various professional services. Work will need to commence immediately after contract signing between the ASEAN/ ASEAN Secretariat and the selected Implementing Agency.

Submission of Bid

Tenderers shall send their Technical Proposal and Financial Proposal via two separate emails, attaching the respective cover letters and materials specified in Section VIII above and other supporting documents to tender@aus4aseanfutures.org and  aus4aseanfutures@asean.org, no later than 26 May 2025 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails. Late and/or incomplete submissions will be disqualified.

Tenderers shall use the following email subjects when separately submitting their technical and financial proposals:

RESPONSES TO QUERIES

1. The TOR references the Special Services Agreement (p.17) and associated terms and conditions. Could you please provide a copy of the SSA for review and indicate whether there is any capacity for successful tenderers to negotiate amendments to those conditions? (Posted on 15 May 2025)

The Special Services Agreement (SSA) and associated terms and conditions will be shared with the successful tenderer after the tender evaluation process is completed. There will be an opportunity for discussion and negotiation of the terms at that stage.

 

2. In regard to consortia arrangements, would this be administered through a multi-party agreement which would allow for separate invoicing and reporting arrangements? (Posted on 15 May 2025)

The ASEAN agreement may include more than one organization, including provisions for payment to multiple parties. However, for reporting purposes, the lead organization will be held accountable and is expected to ensure quality assurance before the submission of all deliverables.

 

3. Who is the engaging party on this assignment—is it the ASEAN Secretariat or Aus4ASEAN Futures? (Posted on 15 May 2025)

The agreement for this assignment will be made between ASEAN/the ASEAN Secretariat and the selected bidder.

 

4. When traveling to ASEAN Member States for stakeholder engagement, will Aus4ASEAN Futures/ASEC take the lead in inviting the relevant stakeholders? (Posted on 15 May 2025)

Stakeholder invitations will be issued by the Chair of the relevant ASEAN Sectoral Body or the ASEAN Secretariat (ASEC). The ASEAN Secretariat will circulate the invitations to stakeholders. However, the consultant/contractor will be responsible for preparing the concept note, list of stakeholders, and draft invitation letters.

 

5. Regarding the Financial Proposal, can we confirm that the transportation fees included only cover travel within each team member’s home country, and that travel to other countries is excluded from the Financial Proposal? (Posted on 15 May 2025)

Yes, travel costs directly associated with project activities (including international travel) should not be included in the Financial Proposal.

 

6. Seeking for the extension for the deadline of submission. (Posted on 15 May 2025)
