Description
This project aims to advance disability rights across ASEAN by building upon existing efforts as it relates to the Enabling Masterplan and ASEAN Community Vision 2045. As a result, relevant ASBs and Entities, AMS and OPDs will increase knowledge, ability and engagement to strengthen disability inclusion in ASEAN’s policy development and programming.
This project has four intermediate outcomes that should result from the project outputs within the three-year period, as follows:
1. ASEAN Member States and ASEAN Sectoral Bodies and Entities have knowledge of the Enabling Masterplan and are enabled to move forward with the findings and recommendations arising from the MTR results and gaps.
2. ASEAN Member States, ASEAN Sectoral Bodies and Entities are integrating disability rights and collecting and using disability-inclusive data for evidence-based policy making and program development.
3. Persons with disabilities, OPDs, and ASEAN institutional stakeholders are meaningfully engaged in shaping a new ASEAN Enabling Masterplan that contributes to building resilient and inclusive ASEAN future. SOMSWD have incorporated lessons learned and recommendations from the implementation of the ASEAN Enabling Masterplan 2025 in the development of the next ASEAN Enabling Masterplan.

Submission of bid
Tenderers shall send their Technical Proposal and Financial Proposal via three separate emails, attaching the respective cover letters and materials specified in Section IX above and other supporting documents to tender@aus4aseanfutures.org and aus4aseanfutures@asean.org, no later than 5 July 2026 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails. Late and/or incomplete submissions will be disqualified.

RESPONSES TO QUERIES
1. Financial Standing (Forms B and C) – Form B requests the latest audited financial statements, and Form C asks the tenderer to confirm it is audited on a regular basis and has been audited by an internationally recognised or accredited audit firm. For an organisation that has not yet completed its first full audited financial year, would alternative evidence of financial standing — for example, opening financial statements, an accountant’s or auditor’s statement, or bank references — be acceptable in lieu of a completed annual audited statement? As stated in the Terms of Reference, audited financial statements are a mandatory tender requirement. Alternative forms of evidence, such as accountant’s statements, auditor’s letters, or bank references, will not be accepted in lieu of audited financial statements.
2. Joint / Consortium Bids – Does the tender permit a proposal submitted by two or more organisations acting jointly (a joint venture, consortium, or formal partnership), as anticipated by the “Joint Venture, Consortium, or Association” field in Form B? If so, we would be grateful for confirmation of how the Special Services Agreement is executed in that case, given the note that the SSA may only be signed by the registered tenderer named in Form A. Joint Venture, Consortium, Association (JVCA), or similar arrangements are not permitted for this tender opportunity. Proposals must be submitted by a single legal entity, which would also be the contracting party under the Special Services Agreement (SSA).
3. Due Diligence Requirements for Joint Bids – Where a bid is submitted jointly, may the Due Diligence requirements — in particular the audited-financials and prior-audit conditions — be satisfied by one of the partner organisations rather than by each party individually? (Posted on 22 June 2026)
As JVCA proposals are not permitted for this tender opportunity, all due diligence requirements must be met by the individual organisation submitting the proposal.
4. Are we able to name a team member in our tender for this opportunity who was named in an application into a different Aus4ASEAN process that is pending outcomes? (Posted on 2 July 2026)

6. In the Project Objective section (page 6) the TOR notes that “This project has four intermediate outcomes…” and lists three (3) numbered outcome statements. 7. Technical Proposal Section III Approach & Methodology (p.46), Section IV Work Plan, and Section V Quality Assurance – these questions narrowly reference an unspecified assessment. Please indicate if you would rather have us apply these prompts to the wider scope of activity outlined in the TOR? (Posted on 2 July 2026)
In general, the agreed parameters would be applied consistently across all sections.
8. The project is described (p. 6) as having four intermediate outcomes; however, only three outcomes are listed. Could you please confirm that the three outcomes listed are the full set for the project? (Posted on 2 July 2026)
Yes the project only has three (3) intermediate outcomes and the set of outputs are as listed in the TOR.
9. The tender document was issued in mid-June. On the indicative delivery schedule, could you please clarify the intended project start date and confirm when project execution is expected to commence? Related to the activity “Development of the New ASEAN Enabling Masterplan”, it is expected the document will be endorsed by SOMSWD and AMSWD and submitted to ASEAN Leadership for adoption during the ASEAN summit in 2026. Could you please confirm whether the proposed timeline will be adjusted based on the actual project start date, should it differ from the indicative schedule? (Posted on 2 July 2026)
We expect bidders to propose their approach based on the information provided in the solicitation documents as part of their submission.
10. Clarification is requested regarding the activity “Development of the Accomplishment Report.”:
a. The TOR indicates that data will be collected through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs). Could you please provide further details on what would be considered a reasonable number of KIIs and FGDs to be conducted under this activity? (Posted on 2 July 2026)
We would leave this to bidders to determine/propose and justify in the proposal submission as part of the proposed approach and methodology.
b. It is also stated that the final report will be endorsed by SOMSWD and AMMSWD and submitted to ASEAN Leader for notation during the second ASEAN Summit in 2027. However, the timeline also indicates that the launch/socialization event for the report will take place after notation at the ASEAN Summit in 2026. Could you please clarify the correct timeline, as these dates appear to be inconsistent? (Posted on 2 July 2026)
The correct one is the second ASEAN Summit in 2027.
11. On page 33 of the tender, it is noted that management and/or operational fees (if any) is “exclusive of event logistics.” Could you please clarify what expenses will be covered by Aus4ASEAN and what is expected to be covered by the IA? (Posted on 2 July 2026)
Kindly exclude the event logistics overhead cost/expense. The selected IA will not be expected to organise event logistics.
