DESCRIPTION:
Green jobs are a priority for ASEAN to achieve sustainable and inclusive growth. ASEAN Member States are promoting employment in areas such as clean energy, energy efficiency, green buildings, urban planning, supporting policies for sustainable production, circular economy adoption, and more. Despite these efforts, opportunities remain to ensure growing green jobs and a skilled workforce. This project aims to enhance green jobs in ASEAN by addressing skill gaps, improving policies, and fostering regional collaboration.
Scope of work:
The scope of this consultancy will primarily focus on two components: (i) developing a Framework and Action Plan for Green Jobs and (ii) organising the 2025 Annual ASEAN Green Jobs Forum.
The consultancy will be undertaken over eight (8) calendar months, with approximately 255 person working days for various professional services. Work will need to commence immediately after contract signing.

Submission of Bid
Tenderers shall send their Technical Proposal and Financial Proposal via two separate emails, attaching the respective cover letters and materials specified in Section VIII of the TOR and other supporting documents to tender@aus4aseanfutures.org and aus4aseanfutures@asean.org, no later than 20 April 2025 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails.
Late and/or incomplete submissions will be disqualified. Tenderers shall use the following email subjects when separately submitting their technical and financial proposals:

RESPONSES TO QUERIES
1. We are interested in bidding for this important tender and would like to ask for a 1-2 week deadline extension considering the Eid holiday in Indonesia between 31 March and 4 April. (Posted on 29 March 2025)
Thank you for your interest in applying. Given the project’s time sensitivity, we unfortunately need to maintain the same submission deadline of 20 April 2025, 23:59 (GMT+7). We seek bidders’ understanding of the need to commence implementing this project as soon as possible.
2. May we confirm this project’s total number of person working days? (Posted on 9 April 2025)
It would be 255 person working days in total.
3. Can we confirm that these number of person working days only apply to the technical/professional experts and not to management or operational support? (Posted on 9 April 2025)
The total number of person working days in the TOR is indicative, covering all professional services, including technical, management, and operational support, to successfully deliver this project.
4. Please confirm the expected performance period and the indicative date for the Project Completion Report. (Posted on 9 April 2025)
The indicative performance period is approximately six (6) months, subject to the ASEAN’s written approvals of all deliverables. Depending on the project’s start date, the Project Completion Report remains targeted for November 2025. The additional two months are a buffer, including for administrative and financial processes to close the project. Please refer to the indicative completion dates for each deliverable and activity on pages 10–13 of the TOR.
5. The TOR states that management and/or operational fees (if any) should be listed and mentioned separately from the professional fees of the expert(s); taxes are also discussed separately. We would like to confirm that management and/or operational fees and applicable taxes should be listed separately from the professional fees of the expert(s). (Posted on 9 April 2025)
We require a complete financial proposal with detailed breakdowns of professional fees, management and/or operational fees, and all applicable taxes. Please refer to Page 16 of the TOR for detailed instructions and Form H: Financial Instruction (Page 34).
6. The TOR states that the financial component should not include the activity costs for experts and participants. Will the selected contractor receive additional funding, or will Aus4ASEAN Futures pay these costs directly? Should bidders account for management/operation fees and incorporate them into the Financial Proposal? Or will Aus4ASEAN Futures pay the management/operation fees for the activity costs later when the activity costs are added? (Posted on 9 April 2025)
Aus4ASEAN Futures will cover costs associated with organising approved project activities, such as the ASEAN Green Jobs Forum. Travel costs for the selected contractor (e.g., flight and daily subsistence allowances) will be reimbursable separately from the professional and management fees. The contract (or Special Services Agreement) between the ASEAN Secretariat and the contractor will outline details, including the reimbursable amounts.

8. Would it be possible to grant an extension, given some holidays, such as Easter? (Posted on 13 April 2025)
As mentioned above, given the project’s time sensitivity, we need to maintain the same submission deadline of 20 April 2025, 23:59 (GMT+7).
9. Based on the TOR, it seems that the contracted firm will focus on the concept and programming of the ASEAN Green Jobs Forum. Will the ASEAN team manage the event, or will the contracted firm contract the event organiser? We would like to determine if we should include costs related to the management and execution of the event in the proposal. (Posted on 13 April 2025)
The contracted firm will be required to plan, program, and deliver the Forum per this tender TOR. The firm will also be required to develop terms of reference for engaging an event organiser, which ASEAN, supported by Aus4ASEAN Futures, will contract through an open and competitive bidding process.
10. The ToR (Section X. Additional Notes on Terms and Conditions of the Project) mentions there is a Special Services Agreement (SSA); could you kindly provide a sample/ copy of the SSA for internal clearance? (Posted on 14 April 2025)
We cannot share a sample or copy of the SSA. It will be negotiated between ASEAN and the contractor at a later stage.
11. AGJF 2025 Format and Delivery Expectations: Could you kindly confirm whether the ASEAN Green Jobs Forum 2025 is currently expected to be delivered in-person, virtually, or as a hybrid event? (Posted on 18 April 2025)
The ASEAN Green Jobs Forum 2025 is planned to be delivered in person in Malaysia, with a potential option for virtual participation.
12. AI, Digitalisation, and Future-of-Work Focus: Could you clarify whether the AI and digitalisation theme is expected to be addressed at a policy-conceptual level, or if more technical assessments (e.g. tools, platforms, forecasting models) are envisioned as part of the deliverables? The AI and Digitalisation theme is expected to be discussed at both the policy level (e.g., the roles of the government, corporations, and communities in building a digital green workforce) and at a technical level (e.g., tools, platforms, forecasting models with possibly shared source codes, software, simulation files etc. across AMS community, subject to copyright owners’ discretion).
13. Scope of Regional Engagement with AMS: Are there expectations for consultation or stakeholder engagement activities in all ten ASEAN Member States, or will the process focus on selected priority countries? Any guidance on preferred engagement modalities (e.g. in-person missions, regional workshops, virtual consultations) would be appreciated (Posted on 18 April 2025)
Per the TOR, the contractor will be required to plan and organise online/hybrid stakeholder consultations. They are also required to plan and organise a regional validation workshop with the interministerial and cross-sectoral stakeholders to deliberate drafts of the Framework and Action Plan for Green Jobs Promotion. The workshop mode, i.e., virtual or hybrid, has yet to be determined. Bidders can propose more active engagements across government, academia and relevant industries within all AMS.
14. Coordination with ASEAN Sectoral Bodies: Will the contractor be expected to work closely with specific ASEAN sectoral bodies such as SLOM, the ASEAN Committee on Women (ACW), or others during Framework development and Forum planning? (Posted on 18 April 2025)
The contractor will need to work closely with SLOM Malaysia, supported by the Labour and Civil Service Division of the ASEAN Secretariat.
The Framework development will also include consultations with various ASEAN Sectoral Bodies, such as the Senior Officials Meeting on the Environment (ASOEN), the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME), the Senior Officials Meetings on Education (SOMED), along with other stakeholders like the ASEAN TVET Council (ATC), ASEAN Business Advisory Council (ASEAN-BAC), and ASEAN Youth Organization (AYO).
Such consultations and engagements are more emphasised on substantive developments of the Framework/Action Plan, but less accentuated on logistical aspects of the Forum preparation.
15. Building on Existing Green Jobs Initiatives: Could you kindly indicate whether there are any existing or recent ASEAN-level initiatives, frameworks, or baseline studies on green jobs that this assignment is expected to align with or build upon? We’d like to ensure complementarity and avoid duplication in our proposal design. (Posted on 18 April 2025)
This project will contribute directly to the implementation of the ASEAN Declaration on Promoting Green Jobs and other ongoing ASEAN initiatives, such as the ASEAN Strategy for Carbon Neutrality and the Framework for a Circular Economy for the ASEAN Economic Community.
The AGJF 2025 should continue from past green jobs-related policy instruments at the regional level, such as the:
- ASEAN Declaration on Promoting Green Jobs for Equity and Inclusive Growth of the ASEAN Community
- ASEAN Labour Ministers’ Joint Statement on Green Initiative to the 108th International Labour Conference and other related instruments.
Regarding baseline studies, a previous ASEAN Green Jobs Policy Readiness Report, completed by the ILO, should provide much-needed insights to develop a tangible framework or plan of action.
