DESCRIPTION:
The ASEAN Leaders adopted the Master Plan on ASEAN Community (MPAC) 2025 in September 2016 to support achieving a seamlessly and comprehensively connected and integrated ASEAN that will promote competitiveness, inclusiveness, and a greater sense of Community.
This project seeks to concurrently undertake the End-Term Review (ETR) of MPAC 2025 and support the formulation of the ACV 2045 ACSP. The ETR will evaluate the progress of the MPAC 2025 implementation and the outcomes achieved. It will provide lessons learned and recommendations to enable ASEAN stakeholders to make informed decisions in advancing ASEAN Connectivity and support the formulation of the ACV 2045 ACSP. It is expected that by 2026, ASEAN will start implementing ACV 2045 ACSP activities based on evidence and best practices through a comprehensive, agile, and pragmatic approach.
Terms of Reference: ETR of MPAC 2025 and ACV 2045 ACSP
SUBMISSION REQUIREMENTS:
Tenderers shall send their Technical Proposal and Financial Proposal via two separate emails, attaching the respective cover letters and materials specified in Section VIII above and other supporting documents to tender@aus4aseanfutures.org, no later than 16 April 2024 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails. Late submissions will be disqualified.

RESPONSES TO QUERIES
1. Is it possible to grant the extension of the deadline of submission? (Posted on 4 April 2024)
Given the project’s time sensitivity, we, unfortunately, cannot extend the submission deadline. It remains 16 April 2024, 23:59 (GMT+7). We seek bidders’ understanding on the need to commence the implementation of this project as soon as possible.
2. Could you please let us know the maximum available budget? (Posted on 5 April 2024)
We are not able to disclose this information. All proposal will be assessed based on their technical quality and value for money.
3. We see 200+ working days being used within 2 months. Are deviations of this timeline possible? (Posted on 9 April 2024)
Some components and activities in this project are envisaged to be implemented in parallel. We advise bidders to allocate teams and resources as appropriate.
4. Will the ASEAN Secretariat assist in data collection to measure implementation progress under various initiatives, or will the contractor have to collect such data by itself? (Posted on 11 April 2024)
The contractor is responsible for collecting the relevant data and information from the stakeholders as appropriate. The ASEAN Secretariat can facilitate the liaisons between the contractor and relevant stakeholders. We may also share some relevant data and information with the contractor during the implementation of this project.
5. Is there an expectation for the team to consult every ASEAN Member State? (Posted on 11 April 2024)
Yes.
6. How many interviews/stakeholder consultations are they expecting the contractor to undertake? (Posted on 11 April 2024)
The project is expected to involve extensive consultations with relevant stakeholders of MPAC 2025 at the regional and national levels. Please refer to Section IV of the TOR for details. We also encourage the contractor to consider the quality and outputs of these consultations rather than focus on the specific number of consultations.
7. What is the scope, magnitude, and requirement for conducting a regional workshop? Who are the stakeholders involved in this? What kind of support will the ASEAN Secretariat provide in this, and what operational part of it shall be taken care of by the consulting firm? (Posted on 11 April 2024)
The regional workshop is expected to convene relevant stakeholders, including all Chairs of the MPAC 2025 Lead Implementing Bodies, relevant ASEAN Sectoral Bodies, and key experts or officials on subject matters pertinent to the potential ACSP strategic areas. We anticipate the participation of approximately 90 to 100 individuals. The contractor is expected to plan, coordinate, and execute the regional workshop and prepare a report capturing its discussions and insights.
8. Can you share the operational guide for the Mid-Term Review of MPAC 2025? (Posted on 11 April 2024)
The Operational Guide for MRE of MPAC 2025 is currently an ASEAN-internal document.
