About the Program

The ASEAN–Australia Energy Cooperation Program is a USD 4.2 million, 36-month regional program delivered in partnership between the ASEAN Centre for Energy (ACE) and the Australian Government through the Aus4ASEAN Futures initiative.

The Program supports strengthened ASEAN energy connectivity and cooperation to advance a secure, affordable, inclusive and sustainable energy transition. It comprises eight interlinked projects across three ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030 programme areas:

  • ASEAN Power Grid;
  • Renewable Energy; and
  • Regional Energy Policy and Planning.

A dedicated Program Management Unit will be embedded within ACE to coordinate and oversee the Program’s implementation.

Broad Statement of Function

The Program Manager will serve as the day-to-day program delivery lead within the Program Management Unit.

The position will be responsible for:

  • driving coordinated implementation across the Program’s eight projects;
  • leading the Program Management Unit and supporting effective team performance;
  • overseeing program planning, budgets, procurement, risk and fiduciary compliance;
  • coordinating ACE technical departments, implementing partners, the Aus4ASEAN Futures Program Planning and Monitoring Support Unit and the Australian Government; and
  • ensuring that program outputs, reporting and knowledge products meet the required quality and institutional standards.

This is a newly established position based at ACE in Jakarta. The Program Manager will report to the ACE Senior Manager, Strategic Partnerships and APAEC on institutional and technical matters, and to the Aus4ASEAN Futures Program Director on program delivery and accountability.

Duties and Responsibilities

The Program Manager’s principal responsibilities will include:

  1. Program leadership and delivery
    • Lead consolidated work planning across all eight projects, including sequencing, dependencies and milestone tracking.
    • Oversee the preparation of key program inception and implementation documents.
    • Identify delivery challenges and implement appropriate course corrections.
    • Coordinate the procurement, onboarding and performance management of implementing partners, consultants and vendors.
  2. Stakeholder engagement and institutional coordination
    • Serve as the principal coordination point between ACE, Aus4ASEAN Futures, implementing partners and the Australian Government.
    • Support coherent engagement across consultations, meetings, workshops and regional technical forums.
    • Represent the Program in relevant regional meetings, policy dialogues and technical discussions.
  3. Financial and fiduciary oversight
    • Oversee annual work plans, budgets, financial reporting and expenditure monitoring.
    • Ensure compliance with applicable Australian Government and ACE requirements.
    • Maintain complete and auditable procurement and program management records.
  4. Quality assurance and risk management
    • Establish and maintain quality assurance processes for technical outputs and knowledge products.
    • Coordinate the review of major deliverables before their submission to relevant ASEAN bodies and stakeholders.
    • Maintain the program risk register and ensure that significant risks and issues are appropriately mitigated and escalated.
  5. Team management and capacity development
    • Manage and support the Senior Program Officer, Program Officer, Monitoring, Evaluation and Learning Adviser, and Gender Equality, Disability and Social Inclusion Adviser.
    • Provide direction, manage workloads and oversee team performance.
    • Strengthen program and project management capacity within the Program Management Unit and, where practicable, across ACE.
  6. Monitoring, evaluation, reporting and knowledge management
    • Oversee implementation of the Program’s monitoring, evaluation and learning arrangements.
    • Lead six-monthly, annual and other required program reporting.
    • Ensure gender equality, disability and social inclusion considerations are integrated throughout implementation, monitoring and reporting.
    • Oversee the preparation of communication and knowledge products.

Position Requirements

Qualifications and experience

Applicants should have:

  • An advanced degree in international development, public policy, energy policy, program management or a related discipline.
  • At least 10 years of progressive program management experience in international development, including at least three years in a senior delivery role in ASEAN or Southeast Asia.
  • Demonstrated experience delivering complex, multi-stakeholder programs to bilateral donor standards.
  • Experience working through or in partnership with regional or multilateral institutions and managing implementing agencies.
  • Strong experience managing and developing cross-cultural teams.
  • Practical experience developing or operationalising monitoring, evaluation and learning frameworks.
  • Excellent analytical writing and reporting skills in English.

The following experience would be highly regarded:

  • Knowledge of ASEAN’s energy institutional landscape and APAEC processes.
  • Experience in power grid development and cross-border electricity trade, renewable energy, or regional energy policy and planning.
  • Familiarity with Australian Department of Foreign Affairs and Trade program management requirements.
  • Understanding of gender equality, disability and social inclusion in the energy sector.
