Description

The ASEAN–Australia Energy Cooperation Programme (AAECP), under the Australia for ASEAN Futures Initiative (Aus4ASEAN Futures), aims to support ASEAN Member States in advancing regional energy connectivity and cooperation under the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030.

This project seeks to strengthen the institutional capacity of the ASEAN Centre for Energy (ACE) in its role as the ASEAN Power Grid (APG) Secretariat, while enhancing the technical and operational capabilities of ASEAN power system operators and market-making bodies to support the transition towards multilateral power trade in the region.

The project comprises two complementary components:

1. Strengthening ACE as APG Secretariat: Assess ACE’s institutional capacity, governance arrangements, and coordination functions; strengthen stakeholder engagement and regional policy coordination; and develop a sustainable long-term business plan to support its expanding responsibilities under the APG framework.
2. Advancing Cross-Border Electricity Trading Capabilities: Assess the technical, operational, regulatory and institutional readiness of ASEAN power system operators and market-making bodies; develop a Regional Capability Development Action Plan; and deliver targeted capacity-building activities to support future regional system planning, system operations, and market operations functions.

Submission of bid

Tenderers shall send their Technical Proposal and Financial Proposal via three separate emails, attaching the respective cover letters and materials specified in Section VIII above and other supporting documents to tender@aus4aseanfutures.org and aus4aseanfutures@asean.org, no later than 25 November 2026 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails. Late and/or incomplete submissions will be disqualified.
