DESCRIPTION:
ASEAN Leaders supported the establishment of an ASEAN Centre for Climate Change (ACCC) during the 38th and 39th ASEAN Summit held in October 2021. The ACCC aims to strengthen ASEAN’s climate change coordination and cooperation by becoming a hub for climate research and making recommendations for climate change-related policy.
This project will produce three primary outputs to support the operationalisation of the ACCC and shape its trajectory towards climate resilience and cooperation. Those outputs are (1) Needs Assessment, (2) Stakeholder Engagement, Partnerships, Collaborations, and Communication, and (3) Operational Framework

SUBMISSION REQUIREMENTS:
Tenderers shall send their Technical Proposal and Financial Proposal via two separate emails, attaching the respective cover letters and materials specified in Section VIII above and other supporting documents to tender@aus4aseanfutures.org and cc aus4aseanfutures@asean.org no later than 10 June 2024 at 23:59 Jakarta time (GMT +7). Large documents (>5MB) can be submitted in parts through several emails. Late submissions will be disqualified.

RESPONSES TO QUERIES
1. The TORs read: “Activity costs for experts and participants, such as reimbursable expenses for airfare, other travel costs, and daily subsistence allowance for workshops, meetings, and all other agreed activities, do not need to be included in the Financial Component.” However, on another point, it is also mentioned that: “Management and/ or operational fees (if any), which include all costs incurred by the person/ entity/ company for internal coordination, communication, travel, and any other associated project management costs.” We would like to kindly clarify whether international missions to Brunei and Jakarta to meet and engage with the ASEAN Centre for Climate Change (ACCC) should be considered and included in the budget and Financial Component of the Proposal. Please be confirmed that all approved project travel (other than those related to the bidder’s internal travel/coordination and communication) should NOT be included in the financial bid proposal.
2. Related to the question above, we understand that workshop expenses should not be included in the Financial Component: could you please confirm that this understanding is correct? (Posted 31 May 2024)

3. In order to support the operationalisation of the ACCC, we would propose institutional visits to the Centre and the ASEAN HQ in Jakarta; other than that, should we consider visits to other member countries of the region? Are hybrid or virtual consultations considered as well? (Posted on 31 May 2024)
Virtual and/or hybrid consultations are encouraged to ensure funds efficiency and value for money principles.
4. Does the project have a preferred number of potential in-person workshops that can be conducted under this assignment? (Posted on 31 May 2024)
There is no preference on the number of in-person workshops; however, we encourage consideration for funds efficiency and value for money principles.
5. Does the project have a preferred team composition or number of team members that can be proposed to work under this assignment? (Posted on 31 May 2024)
